Ms. Eng, 

While I cannot speak to any specific case, I can assure you the District has policies and procedures in place.  The primary policy on the topic is  GHFE/JHFE - Reporting of Suspected Abuse of a Child, and the corresponding AR's.  All staff are provided annual training on a variety of related topics such as maintaining appropirate staff/student boundaries, child abuse, sexual miscounduct, reporting requirements under Oregon law, recognition of "grooming" behaviors, etc.  This training is conducted both though e-learning as well as "in person" at staff meetings at the start of each school year.  The training is not only to reinforce appropriate precautions and behavior, but also to help staff members identify potential areas of concern, where corrective action or reporting may be appropriate.

Can you more generally tell me what the steps are to guarantee the safety and welfare of children under your watch?

Are any preventative measures in place, such as NEVER allowing him to be alone with a child, for instance always having additional co-workers present to keep on eye on the situation.

This, i understand, is a "best practice" even for people who are not reported to abuse children.
